Request for Qualifications (RFQ) Notice
The Muskegon-Oceana Community Action Partnership, Inc. (MOCAP) is
accepting RFQs from qualified weatherization, roofing, and mechanical
contractors interested in performing US Department of Energy (DOE) funded
weatherization measures to benefit residents of income qualified households
throughout Muskegon and Oceana Counties. MOCAP anticipates offering
contract awards to the weatherization contractors, roofing contractors, and
certified mechanical contractors who are most qualified to meet the
organization's goals. Contracts will be for 12 months with the potential for 12
month extensions. Contractors must act in compliance with local building codes
and ordinances to qualify for DOE funded projects.
PY12 weatherization activities will be managed under a substantially reduced
allocation than was received during previous Weatherization Assistance Program
Years. The reduction will result in a substantially reduced number of homes MOCAP
will be able to assist and will also result in a reduction in the number of
contractors needed to perform the installation of weatherization measures. The
scoring system outlined in the RFQ will be strictly followed when reviewing
submissions.

). To be considered for weatherization projects administered
by MOCAP, please begin by reviewing the RFQ document. Interested parties
should then complete the attached Contractor Application Form and Contractor
Price List in detail.
The deadline for RFQ submissions is Friday, April 6

, 2012. RFQs must be
mailed to MOCAP in sealed envelopes plainly marked on the outside
�Weatherization RFQ�. Applications received after this deadline will be returned
unopened. Declined applicants will be notified and provided with an Appeals
Procedure.
A Bidder's Conference will be held at MOCAP's central office at 9:00 AM on
Tuesday, March 20

Minimum qualifications for MOCAP's
consideration include
:
Possession of a valid, updated Michigan issued Residential Builder's
License or Mechanical Contractor's License
Number of employees with a DHS Lead Safe Work Practice Certification
who will remain at each jobsite
A minimum of $100,000 Worker's Compensation Insurance for all
employees and subcontractors
A minimum of $300,000 Manufacturer's and Contractor's Public Liability
Insurance which shall include coverage for acts of independent
contractors and subcontractors (minimum coverage of $1,000,000 for
each occurrence of bodily injury and $2,000,000 General Aggregate)
Current Auto Insurance on all work vehicles
Possession of an insulation blower
Ability to run diagnostic tests using a blower door and a pressure pan
Weatherization Program Scope & Procedures
The Muskegon-Oceana Community Action Partnership's Weatherization
Program, funded by Federal and State resources, permanently reduces income
qualified families' energy bills by making their homes more energy efficient. Other
benefits include stimulation of the economy, job creation, and positive
environmental impacts.
The following illustrates the general sequence of activities involved in the
Weatherization Assistance Program:
A. MOCAP receives a request for weatherization from a resident living within
our service area.
B. MOCAP verifies that the resident is eligible to participate in the
Weatherization Program.
C. MOCAP completes an Energy Audit of the dwelling to determine which
weatherization measures will benefit the home.
D. The Contractor receives a list of measures to be performed on the home,
purchases materials, and performs all required measures in accordance
with Michigan Department of Human Services, Department of Energy, and
MOCAP standards.
E. Once the measures are performed, the contractor turns in all completed
paperwork required by MOCAP and submits an invoice requesting
payment based on the established unit price.
F. MOCAP completes a Quality Assurance inspection of the dwelling to
ensure that all measures were performed properly.
G. If the required measures were performed properly, a check is issued to the
contractor for the requested amount. If a problem exists at this point, due
to improper or incomplete work on the part of the contractor, the contractor
will be notified to correct the problem before payment will be issued for the
job.
H. Clients receive an 18 month guarantee from the contractor.
