Muskegon - Oceana Community Action Partnership, Inc receives funding for deliverable fuel assistance through various intities, such as: LIHEAP Crisis Assistance (LCA) and Michigan Community Action Agency Association (MCAAA).  We use these funds to assist clients with lock-out prevention of propane services, and delivery of essential fuels such as:  propane, fuel oil, firewood, coal, kerosene, heating fuel pellets, corn, etc.  Our goal is not only to provide a one time lock-out prevention of propane services by providing past due bill payment assistance and/or delivery of essential fuels but to encourage clients to participate in our Weatherization Program and Energy Education Cources. Our goal is to help the elderly, handicapped, and economically disadvantaged individuals reduce their over all heating costs and prevent utility service shut-offs while maintaining reasonable comfort in their homes year round. 

To Qualify, a client must:

Have a shut-off notice in their name

Live at the billing/service address

Show proof that MOCAP payment will resolve their emergency

Be at or below 200% of Poverty

Not  have received prior MOCAP assistance in last 12 months (except Weatherization, Commodities or Senior Project FRESH)

To apply for Deliverable Fuel Assistance services you will need copies of the following documents:
Picture identification
Social security cards for everyone in the household
Income Verification for the Last 30 Days for all household members, such as:
Income Tax Records - Employment Check
Stubs for employees - UNEMPLOYMENT STUBS -Social Security Award Letter - DHS/FIP Award Letter -W-2's and/or any other income documents

Fuel Vendor Invoice/Statement or Shut-off Notice

Co-payment Letter from partnering agency (if applicable)

DHS Decision Notice

Other applicable documents as neccessary
